桃園市110報案電話，1年約60多萬件，不派遣案件數約55％，其中精神異常、騷擾電話、酒醉電話就占了13.6％，市議員謝彰文認為110電話遭濫用情形嚴重，要求有效提升報案率。
謝彰文今天質詢指出，桃園市110報案件數103年62萬6957件，105 年66萬0941件，今年1月至8月45萬3770件，統計103年至106年8月，110受理報案量240萬1574件，無效報案134萬9503件、占55%，平均每2通報案電話就有1通是無效報案，顯示濫用程度非常嚴重。
以105年為例，重複報案占40%、線路中斷31.6%、諮詢服務14.8%、精神異常8.7%、騷擾電話3.6%、酒醉民眾1.3%，值得一提騷擾電話部分，106年1月至8月比同期成長2.2倍，警察局應該要有效遏止。
警局表示，確有值勤員警接獲訴苦、騷擾的電話，有民眾還猛吐苦水20分鐘，員警很無奈。
警察局長黎文明表示，「社會秩序維護法」去年6月修訂，無故撥打110報案專線經勸阻不聽者，可拘留3天或1萬2千元以下罰款，未來會透過不同管道宣導，呼籲民眾不要濫用110電話。
